2023-10-29 Sarah So Far, So Good. The extension is simple and does ONLY what it should do. Unlike so many extensions, this does not seem to have a negative impact on the speed and function of my browser. I will update this if I discover any problems.

2023-08-07 Cook, Works perfectly, including with a local file on C:\ as the designated new tab address. A competing add-on required that the new tab page start with https, which made it useless for me. New Tab Changer leaves that address up to the user, which is what I needed. Thank you.
